Business Development Manager Job Description Overview

You understand the power of great service experience and its ability to inspire customer behavior. You have a keen understanding of what it takes to deliver exceptional services, both in front of the house and behind the scenes. But most of all, you see all of this in the context of furthering our clients' core mission or business. The issues to be resolved are often difficult to define and quantify; may involve complex, traditionally competing interests; are often characterized by senior leadership interest and visibility, and require extensive probing and analysis.

Technical Assent is seeking an experienced Business Development Manager in the Federal Sector with a proven track record of success. This role will be a key member of the Growth Team and contributes directly to our goal of cultivating new customer relationships through the planning and execution growth and pursuit strategies. The Business Development Manager will be responsible for planning, developing, qualifying, and collecting business intelligence on new business opportunities working across Technical Assent.  This position reports directly to the Vice President of Growth.

Job Description
  • Builds rapport with the client by seeing assigned tasks in the context of broader strategic goals, anticipating risks, and supporting decisions through the development and delivery of high-quality deliverables.

  • Supports federal business development pursuits by actively researching customer needs, recognizing opportunities and assessing the competitive environment to determine an optimal approach and solutions.

Duties include but are not limited to:

  • Identifying, qualifying, and pursuing new business opportunities within the federal market.
  • Working as a member of an integrated team that includes Service Delivery (Operations), Growth, Technology and Subject Matter Expert (SME) personnel to formulate, communicate, and implement an integrated business development and capture strategy that provides customers a clear and defensible justification for selecting Technical Assent for the award.
  • Developing and implementing market strategies for expansion with current customers and penetration into new customer markets
  • Providing critical leadership across the new business/growth life cycle, from opportunity identification, qualification, and win strategy development through the post submission stages
  • Developing and implementing campaign plans and strategies, maintaining a firm comprehension of customer requirements, understanding the strengths/weaknesses of our competitors, and developing/implementing winning strategies that highlight strengths and mitigate weaknesses.
  • Establishing value-added teaming strategies based on gap analysis to improve PWIN and create a profitable return.
  • Analyzing markets for company products and services and recommending strategies to achieve marketing goals.
  • Performing business development services including networking and research to increase business and maintain a current knowledge base of opportunities.
  • Meeting with current and potential new clients to understand their requirements, mission challenges and apprise them of company capabilities.
  • Participating in development of proposals, solutions, plans of action, business plans, and marketing materials.
  • Presenting Opportunity Gate Reviews and participating in regular Pipeline Review discussions.
  • Responsible for health and status of respective opportunities in the pipeline management tool, ensuring information is up to date and accurate.
  • Maintaining current awareness of relevant technologies to successfully meet client requirements.
  • Maintaining a multi-year opportunity pipeline using enterprise data management and reporting tools
  • Supporting the Capture and the growth team in establishing NDAs/TAs and subc Utilize BD market intelligence accounts and subscriptions: GovWin, GovTribe, SAM.gov, agency vendor portals, prime contractor vendor portals, and other open source media to increase competitive advantage
Travel
  • Position will be in DC Metro Area
  • Travel as required
Minimum Qualifications
  • Bachelor's degree; or the equivalent combination of education, professional training, or work experience. 10 + years experience in Business Development in the federal market with a demonstrable track record of engagement and growth success in pursuing and winning new business.
  • Exceptional internal and external communication and presentation skills with the ability to translate customer mission needs and requirements into business opportunities
  • Demonstrated knowledge and deep understanding of emergent mission priorities with the Department of Veterans Affairs, Department of Labor, Department of Defense, and other select Federal customers with mission needs in alignment with our services.
  • Specifically, candidate must possess strong background in winning new business with customers in a Consultancy mindset, having detailed knowledge in the areas of Service Design and Strategy, Customer Experience (CX), Employee Experience (EX), Human Centered Design (HCD), Business Process Improvement, Strategic Communications, Program Management and Operations, and Data Science
  • Established and extensive relationships with customers and industry partners across Federal Markets
  • Proven track record of identifying and closing on new business opportunities in the Federal market and developing successful win strategies early in the capture life cycle.
  • Proven leadership and management skills and demonstrated ability to build relationships, work as part of a highly dynamic team and lead through influence at all levels of the organization. Exceptional internal and external communication and presentation skills with the ability to translate customer mission needs and requirements into business opportunities. Ability to develop actionable plans by leveraging market knowledge. Results orientation with sense of urgency.
  • Deep understanding of the New Business Lifecycle (Identification/Qualification through Award) and a proven track record of effective performance within that process.
  • Superior proficiency with Microsoft Office Professional Suite (Word, PowerPoint, Excel) and Google Workspace (G Suite)
  • Curious, problem solving, and open-minded approach to work
  • Ability to obtain and maintain a Public Trust security clearance

Preferred Qualifications:

  • Track record in a Service Delivery/Operations capacity in the federal market with a demonstrable track record of engagement with Federal customers.
  • Bachelors Degree in a Technical or Business related field.
  • Broad exposure to the full breadth Federal portfolio based on prior Growth and/or Operations experience
